  To deal with abuse, spell out the rules and if/when someone breaks said rules, eliminate their option of a custom avatar. Depending on the pic used, and the average person should have common sense to know something pornographic wouldn't be allowed, suspend or ban the person. Maybe tie the ability to have a custom avatar to someone's post count or length of time on the Bloc.

  We've gone back and forth a long time on this issue.
  The past solution, and probably moving forward will be to open up avatar submissions at a certain time and allow people to submit them.
  There may already be a penis avatar.... see if you can find it...

  You know I'm rather conflicted on this; on the one hand I like the basic idea of custom avatars, on the other hand I've seen a lot of abuse in them as well. And typically mods can't fix avatar problems, only admin can (as they need to be able to access the users data info and mods aren't usually set up for that).

  Just limit by image size (dimensions) and file size. The mods would just have to be vigilant for the inevitable penis avatar.

  Customs would definitely have to have a size limitation, and perhaps no animated GIF's (but stills being OK)? Maybe if bandwidth is an issue they can only be uploaded from other places (photobucket, etc.) ... although that may bring up interesting problems if people use images linked to sites that forbid that practice. And lets not forget about people slipping porno avatars past the spotters.
